The reusable formula is: historical materials + rules + current task + a README work guide. New work begins only after the files and decision boundaries are organized.

Workflow

Keep source files unchanged. Use the README to define folder purpose, required fields, processing order, output locations, and how to label missing rules, mismatched units, or uncertain data.

For a current project, prefer its official tender rules. Explain why any historical project was selected as a comparison, and place scoring, comparison, and risk reports in the output folder. Archive only after the final result is confirmed.

Inspect the historical-project, evaluation-rule, and current-project folders. Create a README that defines file purposes, protected source files, key fields, processing order, exception labels, outputs, and archiving rules. Do not calculate or modify source files yet.
